Yeah, you’re probably just over thinking it a little. I used the chart in the LEED AP Walkthrough, which is probably the same as the one on IntheLeed.com. I will say that there weren’t that many questions that related directly to project roles in the particular question pool that I had when I sat for the test (maybe 5), what I can say is that knowing the decision makers did help with figuring out the submittal phase and vise versa.
On a broader note, I think that some of the actual “decision makers” could be one or a combination of all professionals and the owner on real world projects. I think that this knowledge is really meant to help project administrators assign credits to project team members on LEED-online. (e.g. – Landscape Architects can contribute to and influence decisions on way more than just 3 credits)
