Should municipal design competitions be affordable to actually implement or just fun and full of great ideas? #taxfunded

I’d like to think that in these times of over extended budgets and lots of societal needs, municipalities would put their efforts and resources toward those direct needs and let others undertake the effort to facilitate fun projects to generate ideas.
