Neighborhood revitilization follows park revitilization

There’s apparently a case study (in Montreal I thought?) where the city built a nice park in a depressed area and watched as developers moved in to take advantage of it…it turned the area around in short order.  Is anybody familiar with it? I’m looking for more information, I’d like to track down the case study if I could.
