Public Process

What are your experiences and thoughts on the public process?  How do you prevent the conversation from being hijacked by special interests groups who do not represent the community?  Is this the most effective method in creating consensus and getting the community involved in design?  What have been some of the pitfalls you have experienced?  Suggestions on books and articles on this topic will be much appreciated!
