Soft Balcony Surfacing for Hemophiliac Baby

A friend has a 9-month old baby that was just diagnosed as a hemophiliac

They have been working hard on re-inventing their house to make it safe for him…..extra soft carpeting, no sharp corners on furniture, etc. The goal being to keep him from bleeding.

They want to make a safe space for him to play on their balcony (which does not have an overhang) and is about 5’x10′. They started with outdoor carpeting, but it isn’t soft/thick enough. They have considered resilient surfacing, but they haven’t been able to find anyone that will sell it to them.

Does ayone have any idea/suggestions?
