Madrid City Parks

Did anyone else see the article in yesterdays Times about Madrid, Spain’s version of the big dig and resulting parks and design competition won by West8.  

Check out the fourth paragraph on the second page of the article about the likely-hood of something like this happening stateside in todays day and age.  We all love the work of the WPA and CCC yet that paragraph makes me wonder if todays result of a WPA/CCC program would be as ambitious as it was in the late 30s and early 40s.
