HPO and your organization

Do any of you work for what you would consider a High Performing Organization (HPO)? Does your employer do things to try to be the best? Does your employer have a process for bottom up decision making? If so, can you site to me examples why you think you are HPO or why you think your employer is succsessful or the best at something?
Just curious and my employer is trying to go HPO. Everyone seems to have their doubts especially in this economy.
