Public Rain Garden Design

I work for a city park department. One of our nonprofit partners is working on a rain garden in a public right of way, which is a great project. However, they treated the rain garden planting design like a restoration project– there are upwards of 65 species. I expressed my appreciation for biodiversity and explained that our maintenance staff is not going to be able to differentiate between weeds and the plants that were intentionally planted.

Does anyone have examples they are willing to share of planting designs (particularly rain gardens, if you have them) that are suitable for public/commercial maintenance staff?
