Green Building Index, what is it actually for?

Over the one project technical meeting today, the M&E consultant question the GBI facilitator of insisting for the buiding to reduce using of electricity and opt for gas for the heat system. Architect was agreeing with the GBI facilitator by saying that using gas is good becaus eit is cheap. How aware are we of the initial purpose of Green Building Index?
