Do you mean essentially using Arc Catalogue to create GIS shapefiles from drafted Civil 3d points lines and polygons?  You can’t do that with regular autocad?  
 
And haha, yes Civil 3d has a whole bunch of tools that are way beyond me…

If you get the book “Sketch Up for Site DEsign” by Daniel Tal there are many invaluable shortcuts and a great chapter on acquiring and using plugins.

My vote is also for Sketch Up.  Really really fast learning curve, and then eventually advanced users can do some pretty good models and renderings.
