I would add:
6. Volunteer your time at a non-profit. (This will help boost your morale.)
7. Go to your top choice and tell them you are willing to work 10 hours a week for free. -

Not to my knowledge. It may even reduce the cost as they tend to be low maintenance and require minimal water (some species). Also, I understand that most ornamental grasses only need to be cut back once a year.

I have spec’d No Mow Fine Fescue Blend from Pacific Sod – http://www.pacificsod.com/nomow1.html
I am not sure of any suppliers in your area but it is a mix of Red, Chewings, and Hard Fescues. I am sure you could spec a seed mix of some kind and get a similar effect.
